This council receives planning applications for OBSERVATIONS to be sent to the Planning Officer Where observations are sought they will be discussed at meeting and the required form will be returned to TDBC.
Procedure
After an application has been registered at West Somerset and Taunton Council, an email is sent to the Clerk. The email gives a link to the website where the details may be seen.
Observation Application
Planning displays a notice at the application site (when required) and sends a letter to every resident who adjoins the site to advise them that an application has been submitted. Clerk arranges a suitable time for a site visit. This can only be achieved with the applicant if they have entered their telephone number on the application form. If not the Clerk contacts the agent if they are included on the application form.
There is no legal requirement for Council to visit the site; however this Council does so in most cases, with as many Councillors as possible. There is no need for the applicant to be at the site when Council visits if they do not want to.
At the next meeting Councillors resolve the observations and Clerk notes the observations The meeting is open to the public and the applicant will be allowed time to address the Council should they wish.
Clerk sends an email to Planning and Environment. The application is then either decided under delegated powers by the Development Control Manager or by the Planning Committee. If it is decided by the Planning Committee the applicant will be allowed to speak at the meeting.
